- We require Gilliam County Planning Department Zoning Approval 541-351-9517 and On-Site Sewage Permitting (Umatilla County Public Health- Environmental Health Division: 541- 278-6394 if applicable, prior to issuance of permits. To apply online.

*As of June 1, 2021, the City of Boardman will be administering the building program for Gilliam County. If your permit was issued prior to that date, you may continue to request inspections online, or call the City of Boardman directly to request your inspection. For those permits, inspection dates will be Thursdays only. For all permits issued after June 1, 2021, inspection may be requested for Mondays through Fridays with the exception of non-residential electrical inspections; those will still be on Thursdays.
