Digital Zoning Solution to Advance Housing Production in City of Boardman
An innovative approach to advance housing production in the City of Boardman will be available starting November 5, 2025. The City’s 1,496 parcels are now digitized by UrbanForm, an Oregon-based technology company that has developed a platform to communicate zoning—accurate, verifiable, and easy to use—so that City officials, developers, and architects can collaborate with confidence and keep projects moving forward. The work will empower the City of Boardman with an easy-to-use tool that streamlines access to jurisdictional zoning codes, improves permit application quality, reduces costly delays, and saves weeks of effort for applicants and reviewers.
The project represents a collaborative partnership to address housing needs in Boardman between UrbanForm; the Missing Middle Housing Fund (MMHF), a workforce housing innovation non-profit; and the City of Boardman. The Boardman Housing Advisory Committee recommended the initiative in support of their goal to focus attention, resources, and partnerships on addressing Boardman's housing affordability and availability crisis. Funding for the project was made available through the City of Boardman’s Building Department. The project is anticipated to add capacity to municipal staff and reduce the time to develop critically needed housing in the region. Glenn McIntire, Boardman’s Building Official said of UrbanForm’s platform, “I found it [UrbanForm] really very intuitive. It was easy to navigate. It was a joy.”
