PROJECT OVERVIEW AND SELECTION PROCESS
The City of Boardman is accepting Statements of Qualifications (SOQ) from qualified consultants to complete a refinement to the Main Street Interchange Area Management Plan, originally adopted in 2009. This work will build upon the adopted (still in the co-adoption process) Transportation System Plan (TSP) and a Main Street Circulation Assessment that was completed in 2024.
Statements of Qualifications submitted for evaluation by interested firms shall be evaluated according to the following criteria:
- Qualifications.
- Ability of professional personnel.
- Past record and experience.
- Willingness to meet time and budget requirements.
- Workload.
- Understanding of Boardman’s under adoption TSP and Main Street Circulation Assessment (2024).
The City of Boardman will accept the submittal electronically which must be received by 9:00 a.m. on Friday, March 20, 2026, at the following email address: mclanec [at] cityofboardman.com (mclanec[at]cityofboardman[dot]com). The City’s Project Management Team, comprised of the Planning Official, Public Works Director, and City Engineer, along with Oregon Department of Transportation representatives, will be responsible for reviewing the submittals and recommending to the City Manager the best candidate for the project. Questions and answers:
How is the MS IAMP Refinement funded? It is self-funded by the City of Boardman. As a plan that addresses Oregon Department of Transportation (ODOT) infrastructure the City of Boardman has and will continue to work closely with ODOT Region 5 Planning and Engineering staff on this planning project.
What is the motivation behind the project at this time? With Boardman’s recent growth there is risk that the system will begin to fail in the planning horizon. The City of Boardman has recently adopted a new TSP which calls out a Refinement of the Main Street Interchange Area Management Plan as a specific project. It is also a part of the City’s overall Strategic Planning Program. You can find more information on that work here.
What is the status of the adoption of the TSP? The City Council adopted the TSP on Tuesday, November 18. It is now in the co-adoption phase with Morrow County which we anticipate will conclude on March 18 with final adoption in early April.
Could more than one firm collaborate on a response to the RFQ? Yes.
