Beginning with the rate cycle including July 1, 2026, Boardman’s water rates will be calculated using a new structure approved by City Council. The new rate structure includes a fixed monthly charge based on meter size, plus a consumption charge for water used. Most residential customers have a 3/4-inch meter. The average residential customer uses about 22,000 gallons per month, with lower usage in the winter and higher usage in the summer.
Under the new rates, the average water charge would be:
$16.50 fixed charge + $11.00 consumption charge = $27.50
Under the current rates, the same level of usage costs:
$17.33 base charge + $7.05 consumption charge = $24.38
For an average residential customer using 22,000 gallons per month, the water portion of the utility bill would increase by approximately $3.12 per month.
The fixed charge helps cover the cost of keeping water available to your property at all times and supports essential parts of the water system, including meter installation, maintenance, reading, and replacement. It also helps pay for billing, customer service, administrative services, and the utility’s ongoing infrastructure costs, such as pipes, pumps, and treatment facilities. The amount of the fixed charge is based on meter size and system capacity.
