Description

Project Description
The City of Boardman is responsible for managing domestic wastewater and recycled water through the City’s Water Pollution Control Facilities Permit administered by the DEQ.  The City completed improvements to its wastewater system including constructing a 28-million-gallon wastewater storage lagoon adjacent to the City’s existing wastewater treatment lagoons to meet projected 20-year wastewater storage demands. The lagoon footprint is 13.5 acres with dike heights varying from approximately 4 to 18 feet above the existing ground surface making it a dam according to Oregon standards. The improvements also included updating the 3 primary wastewater lift stations with new pumps, electrical, and control equipment. 
 

Water System Improvements Phase 1 – Collector Well No. 3
The City did not have a redundant water supply source, needed to expand emergency water storage capacity, and the booster pump system was operating near capacity during high demand periods. Therefore, several significant water system improvements were needed.  The City held public meetings to support a bond election for funding of the water system improvements project.  Because some of the improvements are located on U.S. Army Corps of Engineers land near the Columbia River, the City updated easement and lease agreements, prepared an environmental assessment, archeological site evaluation and clearance, and wetland delineations.  Improvements include a 6,000-gallons per minute (gpm) collector well adjacent to the Columbia River, a new booster pump station capable of providing 21,000-gpm of flow, and a 1,000,000-gallon water storage reservoir. Upon completion of these 2023 improvements the City of Boardman will have a water system capable of pumping its full water right to serve the community.
