Notice is hereby given that a ballot title for a measure referred by the City of Boardman has been filed with the City Elections Officer on August 6, 2024.
Notice is hereby given that on November 5, 2024 an election will be held in the City of Boardman and conducted by mail. The ballot title to be submitted to the city’s voters follows:
Caption: CITY OF BOARDMAN NEW HOME RULE CHARTER
Question: Shall the City adopt a new home rule Charter replacing the current Charter?
Summary: The Oregon Constitution grants City voters the right to adopt home rule charters. Charters grant legal authority to cities and assign duties to city officials. This measure would adopt a new home rule Charter for the City of Boardman and replace the current Charter, which was enacted in 1985.
The City Council referred the new Charter to the voters on the recommendation of a Charter Review Committee.
The new Charter is based on the League of Oregon Cities Model Charter but keeps provisions unique and important to Boardman.
The proposed Charter is updated and modernized to more clearly define the legal authority of the City and:
- Retains the current form of government with a Mayor and six councilors
- Sets additional qualifications for elected officials
- Allows for removal of a councilor for certain actions
- Clarifies the process for filling council vacancies and tie votes
- Removes debt limits and requires debt limits to conform with state law
- Removes city recorder from appointive offices
The proposed Charter also contains additional changes.
An elector may file a petition for review of this ballot title in the Morrow County Circuit Court no later than 5:00 PM on August 23, 2024 under ORS 250.296.
