The City of Boardman adopted its first Transportation System Plan (TSP) in 1998 with a revision in 2001 to be in compliance with Statewide Planning Goal 12 Transportation which states that a community should “provide and encourage a safe, convenient and economic transportation system.” Since 2001 Boardman has also adopted two Interchange Area Management Plans (IAMP) addressing both the Main Street interchange and the Port of Morrow interchange.
